US-Russia arms control is increasingly troubled. The New Start treaty is set to expire in February 2021 with nothing to replace it. New technologies have complicated negotiations, and ratification could prove to be a bruising political fight. 

Given these challenges, it makes sense to look back to a previous era of frustrated nuclear negotiation: the Strategic Arms Limitation Talks of the 1970s. Drawing from his book The Control Agenda, historian Matthew Ambrose will show how  SALT proved one of the most vexing political issues of its day, and will look at the causes and consequences of it's failure, as well as what lessons can be drawn from it for today. 

Matthew Ambrose received his Ph.D. in History from The Ohio State University. His first book, The Control Agenda: A History of the Strategic Arms Limitation Talks, was published in 2018 through Cornell University Press. He is currently a Senior Defense Analyst for the Government Accountability Office, and lives with his family in Arlington, Virginia.
